I have multiple domains on my WHM and a few other off site servers that are assigned subdomains. The main server is the mail server for all the hosted accounts and I've added SPF txt records for the external IP addresses that are assigned subdomains. I still outgoing email failures to Hotmail, live.ca, etc. On the Microsoft side I've setup and signed one of their spam agreements for the IP addresses on the server but still they are black listed. What is the best way to setup DNS on WHM for this setup? Do SPF txt records and DKIM records have to be setup on each zone including vpsville ns server zone?

You need to setup SPF for every domain you host in its DNS records. You do that only on the DNS servers you're using for that domain.

Are you using your own DNS server or VPSVille's?
